Ancestral property

my freinds father has had two brothers of whom he was eldest and recently passed a way.other two siblings were well settled and the eldest one(my freinds father) lived in their ancestral home along with family.after his demise, my freind wanted to built/augument the existing house for his mother and sister and consulted his uncles for the division of the property.after much pursuation they had orally agreed for the settlement and directed him to proceed for the construction as suggested and agreed upon by community elders.Hoping every thing would be fine he stared construction and as soon as half of the work is completed, one his uncles has complained to municipal authoroities that the construction is illeagal in the undivided property and should be demoloshed.Now my freinds family is puzzled and worried about this unexpected ugly situation.attempts to workout compromise is failed and he is not ready to open for talks.what steps cann be taken legally to prove that they are ditched and also to save constructed incomplete house?

Apply for injunction to restrain any such action by the MC.
