If it is registered how can you say its unauthorised? kindly explain?

sir, as you know a lot of places in delhi are not authorised colonies. However, the khasra number of the said property is claer and therefore it is registered. that is the reason, why I wanted to know if it was safe to make a deal for this property. thanx in advance
