Unfortunately, you can not do anything against state-police to prevent them from filing false FIR or mazhar or pnachnama or charge-sheet as they have the responsibility to maintain law and order. This is a big problem, and more often in many cases they misuse their power. Only politicians can influence to certain extent. Generally, politicians, police as well as district collector have close nexus, so absolutely difficult to turndown their investigations. They can just fabricate false evidence... Judiciary can reccomend action only if someone goes to the court and decides to fight against the st ate. It is beyond reach of a common citizen of India. Arushi's case was the classical example how the state police authorities can falsely involve an innocent father. After so much media and public support father could come of the case. This is unfortunate, so it is very important to have a responsible government and sensible relected representative.

it is some what difficult. but engaging media and sting operations you can minimise such fake deeds,  but can not be avoided.
