Registration of a lease deed

A PSU entered into a lease agreement with a govt dept for a time period of 36 months in July 2019. At the time of execution the lease deed was not registered. According to section 23 read alongwith section 25 of registration act the maximum time for registering a document is eight months. Can the lease be registered now? If so under what provision?

Under Section 25 u have to apply for condoning the delay.  The registrar will impose a fine not exceeding 10 times the registration fees. that means he may impose less also, provided there are good grounds.

due to covid19 you may approach the registration department at the earliest

No.  From July 2019 to March 2020 the eight months' time is over.  Hence it cannot be registered.  Actually the time for the presentation of a document is 4 months.  With the highest penalty, the time is 8 months.
