Can a private person file a complaint in a court / FIR with police that a particular person and/or company is carrying on business of money lending without a valid licence. What is the via media to prosecure such person/s?

yes, a private person can give complaint at coourt and police stattion, but you must have robust evidence. then only your complaint will take.

Yes you can directly make a written complaint to the Magistrate. Thereafter the magistrate may order the police to register an FIR and start investigation u/Sec.156(3) of CrPC or the court straightforward may issue summons to the accused after examining you(complainant) u/Sec.200 of CrPC. The magistrate may take any of these two courses as per his discretion.
