Who is the authority to issue certificate under 80g ita?

Who is the appropriate authority to issue certificate under section 80 G of the  Income Tax Act (ITA) 1961,for NGOs registered under the Societies Registration Act in Tribal Areas covered by Section 10 (26) of the ITA. Is it the State Commissioner of Income Tax or the Central Commissioner? This NGOs charitable activities jurisdictions extend through out India.
