what is the next step after signing partition deed?

Dear Sir,

Recently my father and his three brothers signed the partition deed for our agricultural land inherited from their Father. Does signing the partition deed alone (with witness) in Register office transfers the property to individual's? If no, what is the next step?

During an argument One of my uncle told that the property is stil not transferred to individual names and no one can proceed with their wish without everyones consent(all 4 brothers).
