Violation of bylaws and unethical practice of mc members

I am owner and resident of Apartment complex in Bangalore which has 1000 flats. We have registed owners association who collects maintenance charges and maintains the facility. In last 4 years of tenur, there were lots of alegations raised on MC members and they were thrown out of MC, but no legal action taken against them as there is no time / evidence for new MC members to initiate that. Slowly our MC members cultivated bad culture of framing baseless alegations against President, Secaratory and so on due to ego and superiority complex attitude.

In our last general meeting, some MC members showed their musle power to threaten other MC members and subsequently voted out President from the post. As per bylaw, MC members should not vote and only one vote allowed for a flat. But few of MC members came to the meeting with their family members and all of them voted which is against bylaw. Now the association is kind of hostile taken over by the group of MC members. I am not sure they have legally rights to operate associations. No good people are ready to come forward to volunteer for MC activities all because of the bad attitude and presonel interest of few of current and past MC members. 

We are hope less now. Is there any way to hand out our appartment maintenace to govt authorities?

Any other suggetion to come out from the mess and encourage good people to volunteer to MC without any fear?
