Validity of Promissory note after 10 years

My friend by pledging his Site document took loan of Rs. 10,000/- by giving a Promissory note in the year 1998. The rate of interest mentioned in the promissory note is 2%. The repayment period is only 6 months. The Site is in Hosur, Krishnagiri District, Tamil Nadu. Promissory note prepared at Bangalore in Karnataka and loan taken in Bangalore only.

He was paying interest for 5 years. After that he did not pay the interest. Now the person who gave the loan is demanding Rs. 100000 for giving back the Site document.

What is the legal remedy available to my friend to get back his Site document? If he has to file suit in the court, where he has to do whether in Karnataka or in Tamilnadu?

Bangalore is the place of jurisdiction as the loan has been executed there.
