Validity of dual degree

Sir my wife persue 2 degrees simultaneously in the session 2012-14,one from distance & other from regular &one is degree course& other is diploma. Now ugc published a notice that no one can persue 2 degrees simultaneously in 15th Jan 2016. Now my question is doing 2degrees simultaneously an illegal offence,?? If she will not take the advantage of both the degree together then also it will considered as not valid? In future one of the degree will be invalid????please help us.
