totally there are 6-RESPONDENT(S)(5 members are govt and 1 is teacher) &1 petitioner(head of institute) but 1 respondent(teacher) file vakalath through another lawyer.is it legal ?actually High Court gave stay on the issue, but they file case on 7- oct-2013, but our lawyer was not respondent to it till now,he said we have to wait up to all respondent as to file the case. can u give clear information about it?
