Travels company cheat - where to complain - need advise

sir,
we recently opted a travel company and hired a vehicle for going to tirupathi from banglore..rate agreed was based on rate/km.but then during the course of the trip, they had many restrictions on route deviations.we eventually ended up with 20% of unused miles still paid for evertying as they claim it be a package..also the fee collected for permit doesnt match with the actual bill provided by the issuing authority..is there any department where we can complain on such travels and make them blacklisted or answerable for this.

going to consumer court and civil is a lengthy option, but am just looking for anything that warns the travel company that they are answerable to someone for this.

In Mumbai,Regional transport Office(RTO) has come-up with a grievance helpline for commuters and passengers in case they are over-charged or fleeced by Auto-drivers/cabbies. It has been effective to some extent in Mumbai.
As for Bangalore,kindly check with Traffic Department if they have such initiative.

Apart from this District Consumer Forum is the only alternate solution !
