Is it an academic or what?   Smoking and drinking are prohibited under COTPA, 2003.

Intoxicated individuals can be disruptive, potentially causing disturbances, fights, or other unwanted situations that compromise the safety and enjoyment of other moviegoers. 

Many cinema chains explicitly state in their terms and conditions that they can deny entry to anyone they deem intoxicated or under the influence. 

Therefore, while not a legal prohibition, the common practice of cinema halls is to prevent intoxicated individuals from entering.
