Transfer of name process has not completed yet. Therefore your father only still title owner. If you want to change the name, you have to obtain legal heir certificate from revenue officer/tahasil. and submit it with application with sub-registrar office. If any WILL is there, as per WILL  the name will be changed according to the WILL.
