suit instituted by indigent person

When a person is permitted to sue as indigent he doesn't have to pay the court fees initially, i.e. during the institution of suit . Is such court fee inclusive of the fees to be paid for service of summons upon the opposite party ? Or is the indigent person required to make separate payment of the process fees during the institution of suit, in order to prevent its dismissal due to non- payment of required process fees ?
