Succession certificate

A friend of mine, servicing in CGHS, expired due to an accident, leaving behind two minor daughters, in June 2011. She had purchased several LIC policies with proper nomination and appointee. Now appointee also has died. The claim was not applied so far, being the kids quite younger and not getting any help from relatives. Still they are minors, aged 16 and 9 yrs.

Now upon approaching LIC for claim, LIC official are asking for Succession certificate and Guardianship. Just want to know, when nomination has been done, still there is need of Succession Certificate or the claimant is just being harassed for claim settlement...?

They have advised you right because The amount of The claim should be huge only then they asked for succession certificate, and as children are minor therefore they asked for guardian who takecare of them .
