I believe BSNL follows central Govt leave rules. Leave for 24 months (not necessary in one spell or for one course) can be given if the course is useful to the orgtanisation./ You should have (i) served for three years in regular capacity (ii) atleast three years service remaining (iii) undertake a bond to refund entire salary of study leave if resigning even a day before completion of three years.
please check if BSNL follows different leave rules
