special leave for panchayath election

Hai can a employer reject special casual leave for panchayath election. i am working in Tamil nadu and i need to go to kerala for voting. My employer is denying special casual leave. please help.

vague query. who is employer? any notification issued from DM? such elections are not taking place first of time. any precedence?
