Sc/st land

I am looking to by a house, which is belong to SC/ST but he brought from Upper case three years back. As there are rules non SC/ST can't buy land from SC/ST.
Could you please suggest, may I go for this property?

Any person of any cast can purchase the property from a scperson by taking permission from the

Any person of any cast can purchase the property of a sc person by taking permission from the district magistrate , but no person can purchase the property of a ST except an ST person .
