Sc/st agriculture land

Hi, I would like to buy a agriculture land in my name but land is in name of ST/SC category. I am belongs to General category.
Please guide me how I can get this land. I have Farmer certificate.I want to use this land for Street dogs help.

You can purchase the sc owned land by taking permission of collector of the area.
