Sale of personal belonging

Dear Sirs,

I hold some Wild Animal Trophies which have been duly Registered under the Wild Life Protection Act 1972. The State Govt. has inspected these, registered these , then issued me a Ownership Certificate under Section 42, for the purpose of section 40.

Earlier these Trophies could be transferred to another person as per provision under Section 43. The Govt. has since ammended the section 43 and now the owner cannot  sell or offer for sale or by any other mode of consideration of commercial nature.

I am presently facing financial problems and feel that these trophies for which the Govt. has issued me an ownership Certificate under an Act of Parliament, and which if I transfer to some wild life lover or collector, I could get some money, which could help me in my old age.

Now by the ammendment of section 43, the Govt. is not permitting to sell my legally owned and Govt. certified property. My question is whether the Govt can deprive me in such a manner ? These Trophies will wither away in years to come and will be moth eaten and ruined. Under the circumstances should not the Govt. purchase these from me at market valued prices for use in their Museum / forest Lodges and prevent wastage/ loss of such heritage items.
