Right to copy of rent agreement

I have been living at a flat with friends in Kolkata, West Bengal since Dec 2012. We have had rent agreement for 11 months. It was renewed on Nov 2013, but the agreement has been just signed. Since the agreement is our only copy of address proof here, which we require to apply for a Gas connection, we asked our landlord to provide us with a notarized copy. Please note that the previous agreement had an error in address which the landlord didn't correct even though we asked him constantly on every month. So it is really important for us to get a copy of the new one. Is it within our right to ask for it? Is it legal for the landlord to deny providing a notarized copy of the rent agreement? If it is however within our legal rights, what steps may we take for dispute resolution? The landlord says that he is not bound to provide notarized copy of contract to us, he can just provide rent receipts.
