Reservation benefits to Ex Service Man

An ESM after retirement may apply for govt jobs under esm quota. Earlier once the quote was availed he was not entitled to join under esm quota again. But as per Department of personnel and training (dopt) office memorandum 36035/1/2014/estt (res), An ESM can avail the benefits of ESM quota in the jobs applied before joining any department. The letter was to take effect from 14 august 14. Now my doubt is if soe one has applied for 2 jobs before 14 august and got selected in one and joined that job before the mentioned date and then he got selected in second job too but after 14 august and wishes to join that job under ESM quota, is he eligible for this. In office memorandum this is not mentioned that the person should not have applied and joined first service before 14 august 14. I am seeking your advice on this topic please. Thanks to all
