Remedy against private universities

Respected Pros,
I want to know the liabilities of a Private University. Whether a student can sue the university or not, if Yes can such be done against procedural inappropriateness of the University?

I am a final year Law student. As a part of course curriculum we were charged INR13,500 (per student) at the beginning of the course for 'industrial tour'. After 5 years no such tour has been organised and just for the sake of saving the money, the University authorities have organised a tour. Generally an industrial tour is organized at the penultimate year of course, however despite several discussion the University never organized a tour for us. Our FINAL examinations were done with on April 22, 2013 and even on that date the final discussion resulted in demand of refund as nothing was planned by the University authorities. On May 30, 2013 we have our convocation and suddenly on May 11, 2013 we recieve a mail from University stating that a tour has been organised. The whole arrangement is an attempt to save the money which amounts to INR 9,48,000.
From a student point of view its coercion as degree and final results are jeopardy. PLEASE advise the necessary steps that can be taken by me. The University has always charged money in one or the other fashion, always with a statement that "if so & so not done then student's registration shall not be done or cancelled." I feel my educational rights are hampered.
PLEASE advise.

Thanking you.

You can submit the grievance to UGC

Thank you sir, but is that the only remedy?
I mean the UGC can say that a Private University are within ther ambit of introducing the course or industrial tour for law students!!!
What other remedies do I have against the inappropriate procedure shown by the University and what can I do to have my money back?

Please bear with me Sir. Its not just this inappropriateness but the way such Universities acquire money from students in the name of education. Hope you understand my position.

Thank you.
