relinquishment deed while father is alive

can a relinquishment deed get enforced when father is alive ? If yes, who shall be the receiving party in the deed? father or sibling ?

Your query is wrong. Relinquishment/release deed will be executed by a coparcener or joint owner who have pre-existing right over the property.
