One of my friends got cheated very smartly by two real estate agents and though he has got the land it is not inhabitable inspite of all Govt and municipality approval because the place is not developed by the developer. He got fed up and he also wants to start real estate business because it is relative easy to make money, The sector is not very strict and easily can make about a crore of Rupees by claiming maintaiance funds and moreover the auhorities do not strictly see if develoment is complete and the develper also does not promise to do development on the sale deed but infact fakes it on pamplet. So that way he can easily escape law and make tons of money. Since there are many developers doint this and the government does not at care if if people are living in such layouts even without water and power and have requested the Govt repeatedly it is proven does not do a thing. So he can also do violation by citation. Wanted to know if it is ok and that what you advertise on pamplet is not an obligation and only sale deed is valid and rest is invalid.
I only suggest to be vigilitent while purchasing land and if possible refer it to a advocate and also verify
with concerned govt officials before investing .( not afterwards). If one observe that developer had not developed as promised you can approach consumer court for any deficiency along with necessary documents which prove the deficiency of developer.
