Purchasing a Resale Property

Dear all Respected Person, I am going to purchase a resale property (Singlex) in Bhopal (M.P.) As it is my first purchase of any property, so I am having following questions in my mind: 1. Deal has been finalised at the value of 30 Lacs, but govt value of that area is 19,80,000₹, so which value would we the considered for registry.? 2. Bank is asking for agreement before home loan , so which value is suppose to be mentioned in that agreement? Real or govt? & if we are mentioning real value then is that mandatory to show this agreement at the time of registry in front of registrar officer? 3. How much amount's stamp paper is more then sufficient for agreement? 4. Seller is asking that after registry, he would not readily leave that property? He required some time(approx 1 mnth), so what would be my ideal stand in this situation? Awaiting for your valuable suggestions... Thanks & Regards. Jitendra Tripathi. Bhopal
