Purchase priority (pre-emption right)

Urgent Sir I have a home 1000 sqft in a plot of 5000 sqft in Tumkur near Bangalore, Karnataka, the adjacent owner of same building size wants to sell the property secretly but there was no buyers since both the houses had common wall and common passage, now the adjacent house owner started demolishing his building initially without demolition certificate from municipality/city corporation, after words he somehow managed procure demolition certificate may be by taking care of revenue officials. Since the selling idea has come to surface as an immediate adjacent owner do I possess any purchase preference/priority in Indian civil law, if so kindly help me on top priority. The very purpose of purchasing the accommodation is I have a personal touch with the premise since I born and brought up in the building, my entire child hood remain still green. Kindly help me.
