Property without legal heir. How to hand it over to govt?

A lady has died on 13 September 2016. She has no legal heir. She has left behind a large number of properties. Her 200 odd animals are left orphaned and are on her properties. As per a proceeding in the high court, the Hon'ble High Court observed twice that she has no legal heirs. In a proceeding before the District court, the Hon'ble Court issued a public advertisement in two prominent newspapers. No one approached the court or the applicant stating he / she is a legal heir. Now, it is common knowledge that all her properties should go to the state. However no one knows the exact procedure to invoke the state and hand over the properties to the state. Can someone please guide, who can approach the state, under what provision of law and to which forum.

Approach the state govt authority under whose jurisdiction property falls.

Mr Kumar, that is a known fact but no one knows which department and under which section of which law!

Assuming that it MC then Commissioner should be in the knowledge of it.
