Occupancy certificate

We are 8 Flat owners in a apartment in Hyderabad. Out Flats were registered between Feb 2014 to Nov 2014. Once all the Flats were sold out Builder has not shown his face. We are regularly calling / writing to builder for the status of O.C. and other pending works. Initially he used to say that in 1 -2 months he will arrange the same. But now he is not at all responding. What type of Legal action we can take against the builder.

File a  police as well as consumer complaint against the builder.

The occupancy certificate is optional for individual buildings in plots up to 100 square yards and with a height up to seven metres.
