Not giving occupancy letter by the builder

Hello Sir/Madam,

I have purchased flat in Bangalore and paid complete amount to the builder via cheques,cash & bank loan.Now builder is saying he has not received money which i have paid for his staff (i have got bills from him with company letterheads & staff authority signature).Due to which builder is not giving occupation letter to me.Here registration also done but still not giving the NOC.

1.The letterheads which have been provided by his staff are valid ?

2.Any legal action i can take on both builder and his staff ?

3.Is there any chance to occupy the flat forcefully without the NOC or Occupation letter.

4.In case i go to consumer court : Approximately How much time it may take to resolve my issue ?

Please advice me.

Send a legal notice to the builder wait for their reply and file a suit in consumer forums

Hello Sir,

Thanks for your valuable advice.It will be very helpful If i can get advice for below questions as well. 

1.The letterheads which have been provided by his staff are valid (Because builder is saying its not valid but most the flat owners got same bills like me)?

2.Is there any chance to occupy the flat forcefully without the NOC or Occupation letter.

4.In case i go to consumer court : Approximately How much time it may take to resolve my issue ?

Please advice me.
