If one person doing central government job in a highly prestigious organization but there is a problem like court case against to that recruitment. Recruitment process every thing completed that organization given conditional offer letter to him. Now he is in under probation period. He was joined because of his helpless condition. now he want to apply for another recruitmemts. but present organization is not giving Noc. so that person want to write exams, if he get the new what is procedure to go another organization. without noc if he goes to another organization any legal problems will come.

1)Please provide the exact reasons f and a copy of such laid down norms in not providing NOC........................................for applying to another authority, though this present appointment is a conditional appointment and there is uncertainity / possibility of risk in continuing in the employment due to pending litigation.
