Need to file a case against ibps

IBPS is a banking exam conducting institute. My wife appeared for the "IBPS Specialist Exam - 4" for the post of Agriculture Field Officers. She unfortunately got in the Reserve List (Waiting List). After a year on 31st March 2016, they cleared the waiting list. As per RTI replies from different banks, there were more than 105 seats (Syndicate bank info not available till now) for general category Agriculture Field officer candidates demanded by banks from the waiting list candidates. But IBPS only allotted 40 general candidates from waiting list for Agriculture Field Officers. To support the same, I have all RTI replies from banks. How do I proceed further?
