Need expert advice

Sir,

I am going to buy a flat which is in underconstruction in Palghar near Thane, we have finalize the rate and area with builder/developer. On the actual cost of flat the builder/developer  was asking to pay VAT and Service Tax over and above of the actul property value.

I would like to know

1. Is there VAT & Service Tax applicable in an underconstruction building .. if yes who has to pay the same.

2. is VAT and ST applicable in ready to move flat aslo if yes then who is liable to pay the same.

Dear sir 

Note that  my father and mother passed away , and we have a property  in my native place , My father  has  one brother   and he and his wife also passed away in 1983. but  the property are in the  name of our  grand father   but  in the patta / setta aunty  name  is mentioned . now we have to change  it  to our name also  we have to get the leagal heir certificate  since they donot have any  issues  . please advice how to go about in this case.

 Dear sir 

 

My father and  his brother  shared his father property ,  and his brother sold his properity  and they made as a plot  ,and sell .  during the plot approval they gift  the road to local panchayat  they  the got the approval also. 

one of the plot purchaser  raised the component wall on the panchayat road  and blocked the road to extend.   we have approched the panchayat  ask them to  remove the wall which is constructed  in the panchayat road . He refuse 

 

please advice legally this person got right to block the road , which is handed over to panchayat  and  what is the procedure to remeove the bloack.
