Nazrana clause while buying Agriculture land

Recently, I am planning purchase one Agricultural plot in Pune. I have following questions:

1) Can a developer can sale plot in Agricultural land . All the plottings are internal and will not be notarized

2) In the Title document and 7/12 it is mentioned that one has to pay 50% of the current market value, if someone do something other than Agriculture as a Nazarana. What does this mean?  Suppose if this land comes in Yellow/Non Agricultural belt, still we have to pay this amount

3) Is there any means to get rid of this clause while purchase?
