Mother kidnapping & psycho abuse, father rights

Hallo!
I am a citizen of Russia, my girlfriend is a citizen of Germany, not officially married. We came on a tourist visa to India. We had a baby in India. We made an Indian Birth Certificate for the child, which states that I am the father. Then we issued German citizenship for him.
The mother of the child has a mental illness, she hides it and does not want to be treated. Does mental abuse of a child.
I have no documentation of her illness.
A mother with a child ran away from home at night in an unknown direction, she does not get in touch and I do not know where she is. He won't let me see my son.
I contacted the local police to send her for treatment and allow me to see my son.
But there is no result yet.
Please tell me.
What rights do I have with a child?
How can I make sure I can see my son?
How can a mother be referred for diagnosis of her mental state?
Or make a request to Germany that she has a disease?
