Monitoring committee at mount abu rajasthan

hello there once again.

mount abu (a sort of hill station) of rajasthan was declared eco sensitive zone and out here all construction or repair works and many other work has to be sanctioned by monitoring committee (of which, D.C jodhpur, collector sirohi (district of mount abu) and many other government officials are members, apart few of local people are also members). nagar palika of mount abu also has representatives in monitoring committee. the functions of nagar palika does not permit to allow anybody for construction or renovation. it is only and only monitoring committee responsible for it. 

this monitoring committee has its scheduled meetings now and then for taking any kind of decision in above matter. as per one of RTI application answer from SDM mount abu "monitoring committee had its operational period for two years which ended in january 2014", "in two years tenure the committee had 12 meetings".

in month of september 2014, high court jodhpur passed a decision for a PIL (which was filed earlier), and all orders were given to monitoring committee indicating what should have been done, how it should be done and what exactly has to be submitted to the court etc.

 

my question is:

1. since nagar palika and monitoring committee are two different bodies of the state government, hence they work out as per their by-laws or any direction from court. can the two bodies be considered as one, meaning the order from high court jodhpur which was for monitoring committee, be carried out by  nagar palika mount abu?

2. if the monitoring committee ended its tenure in jan 2014 (which is very clear from RTI application answer from SDM mount abu), can its designatories still function as monitoring committee member?

3. specially in the case where monitoring committee ended its tenure in january 2014 and the high court order was passed in september 2014, who should have acted as per high court order between monitoring committee and nagar palika mount abu ?

4. since monitoring committee and nagar palika are two different bodies, there should have been a written document from monitoring committee to nagar palika to act for high court order on monitoring committee's behalf or as subordinate or as acting body of monitoring committee.

5. if above all four reasoning are correct, then what should we as people of mount abu do and under which section etc to protest.

for your kind consideration, i am attaching RTI answer from SDM mount abu and high court's order for monitoring committee.
