Information sought for the other employees specially medical related queries do not qualify for disclosure under the provisions of section 8(1)(j) of RTI Act but your husband can seek it. But you can explain the condition of your husband and apply RTI, if CPIO denying then go to First Appeal and then second appeal before CIC.
