Land Mutation - Rights Available

Hi, i have purchased a land in Roorkee distt haridwar in june 2014 in a 143 approved residential colony. I have also pass house map through roorkee developement authority. Now i have filed application of mutation but it is rejected stating that the sseller doesn't have much property in his name to complete mutation process. I have taken follow up from last 2 months with the colonigsers but seems they are not going to resolve the matter. Being a buyer i am suffering now. Can you please help me out what are the rights available to me to get my property mutated in my name? is anything good is there in law to secure innocent people's rights??? Thanks

What do you mean by seller doesn't have much property on his name

I have 150 Sqr Yrds land in my name through registry. But as per Tehsildar, seller who sold me the land has only 10 sqr yards land available now. Seems the seller has oversold the property.
