Land acquisition

A landowner has not received compassion amount against acquisition of his land by MIDC.Can he file a case to claim the amount, if so in which Court and against whom? The 7/12 extract of the said property is till today on name to the record and there is no MIDC stamp on this.The said land is situated at the border of MIDC Area.
