Is police allowed to encroach road permanently to provide security to an ex mla?

I have an Ex MLA being protected by police guards. Shouldn't the police be stationed within the house they are protecting? Rather, they have set up a JHUGGI (Hut) up adjoining my wall, where they eat, sleep and all, on the road, blocking half of the road permanently. I was considering filing an RTI to ask for policies for the same.
