Is electricity bill is consider as a proof of possession

My question is can electricity bill use as a proof of possession on house (which  built at gram Samaj /abadi land). 

Case is that there are two persons both claim on this house. Person A have electricity connection on his name since 8 years and have possessed in house.  Now Person B was said its my house without any document of proof. In this situation how to decide the possession between A and B

Inadequate details as the relationship between the claimants and valid registered title deed is important to offer any valid guidance.  If the two persons are co-sharer, the possession by one of the co-sharers is treated as joint possession for all.  The electricity bill shows only occupation and not title to that property.

Possession of A is undoubtedly confirmed when A have electricity connection on his name for the last 8 years and have possessed in house.

in india many of them having electricity connection in their name  on indemnity bond  affidavit basis claiming title deed .Due to that dispute araise by Electricity dept so  cases are  more lying in court .court also not consider the claimers are not submitting valuabale documents only on indemnity bond affidavit  service those who not owners  known well proceed the case due to burden to land owners and courts prolonging the cases. court not consider initial stage itself without prent documents and its encumberance no case should be enquired it is  a fundamental one not adhered still .need change in court process lawyers should come forward for thier clients protest without parent documents and EC court should not allow
