Irregularities by builder

Respected Sir(s), The builder ( a government undertaking ) carried out technical and financial irregularities in the construction of flats, which were handed over to the Welfare Society ( formed by the flat owners) in 2013. Whether a suite can be filed in a civil court or it has to be redressed in Consumer Forum. Does the time limitation to file suite applies in both the alternatives ? Kindly advise. Thanks
