In a TP (C) before SC can defendent file perjury in SC

Breif: 'A' files a TP (C) before SC and statement therein is totally opposite to stand taken by 'A' at lower court and 'A's" plaint comes under "basic ingredients prime facie" to take action under S. 340 CrPC, 191 , 193 IPC


Que.1:
Can Respondent allowed to file a proper S. 340 CrPC praying SC to take action "expedient in the interest of justice" and forward its finding to lower court to act upon as per provisions of Law?


Que 2:
I have seen SC taking su-moto action and or upon reference from State, action on S. 340 CPC before her and several authorities quotes exists, but not in above situation or similar situations, any reason or am I missing something here kindly eductae me.


Que. 3: In above given brief's situation should S. 340 CrPC be filed via Registrar Office or how does "filing part" takes place before SC kindly guide me on this munshi part with your valuable experience.
