How to get noc from nri legal heir for deceased bank locker

Hi,

We need to claim our deceased father's locker from a public sector bank and it has no nominee registered. But we have all required documents like legal heir and death certificates.

Now one of legal heir resides in USA. Is that possible to get an NOC from USA and process the locker claim?

Please let me know the procedures and format for NOC.
