How to form a voluntary association for a purpose

Dear all,

I have come across a situation, where some persons belonging to particular business community want to form a legal body for the purpose of collecting money from all members and buy various articles/things for members in the name of legal body at discounted prices (to have economies of scale for buying in large quantities) and to distribute them into members. Each month members have to contribute a little amount, say Rs. 200, and in return he will get these articles, things, etc.

In gujarat we commonly refer to this form as a 'mitra mandali', my questions are as below -

1. In what form the association can be constituted? (AoP or Society or something else)

2. If AoP, then after preparing AoP deed, how to get it registered and under which act?

3. Is there any legal body, for this purpose which gives such concern a registration and a regn. no.?

4. Can an AoP get a Gumastadhara certificate from municipal corporation?

Please reply ASAP.

Thanks in advance! :)
