How a deemed jdr can implead at e.p. stage

A PSU had acquired land through RDO as per the provisions of Land Acquisition Act.  The compensation amount awarded by the LAO was enhanced by the Civil Court on reference under S.18.  Now, the land owners having received entire compensation have filed Execution Petition claiming some more amount resorting to wrong methods of calculation.  The LAO is not evincing any interest to explain the court about the false pleadings of the claimants.  Since the PSU is the beneficiary and since it has not been a party to the proceedings at any stage until now it is of the opinion to implead it self as a party to the pending execution proceedings so as to correctly explain the court that entire payable amount was already paid to them.  Therefore, please inform the provision under which an impleadment petition can be filed by the beneficiary PSU for getting impleaded as a party in the execution proceedings.
