House transfer

My father expired suddenly 4 years back leaving no will. We are 3 in the family me, my mom & sister. We have one house in Andheri, unfortunately a huge maintenance of the society was due. Now for the last 4 yrs we are requesting the soc to transfer the house, we are also ready to clear all the dues but every time the soc is giving reasons of some internal dispute. They are just not transferring the house. And are avoiding us. It has been 4 yrs and they are giving us personal emotional reasons all the time of not having time to transfer. What should I do, is there any help from above the chairman where I can take help from. As neither the secretary nor the chairman or society is help. And we feel the intentions are wrong. Pls pls help.
