municipal corporation act U.P. provides for a procedure for assessment of annual rental value of house for the purpose of house tax... but the corporation has issued bills of house tax arbitrarily.. a person can file appeal against such issuance of arbitrary bill BUT he has to first deposit entire bill amount unless his appeal will not be admitted... this is provided in the act itself.. the problem is that the bill is highly inflated and totally baseless and depositing such amount is not practicable.... what to do?
