Help needed for purchasing a flat in "gaothan" area

Dear Sir/ Madam,

I am planning to purchase a flat in "Gaothan" area of the village Kasarsai in Pune. The builder has not started the construction yet but confirming that the same will get started in 2 months. (Builder has purchased the land and is in process of NA and TP for which he is asking for 2 months)

My questions are

1) Is there is any law which states that for purchasing the flat in Gaothan area person should be local residents ? (I remember that I have read this in Land of Maharashtra site, but definition of local residents is not given there). I am from Maharashtra only but not from the same district .

2) If there is no harm in purchasing the flat, what all document should we ask to cross check from the builder.

Sir/Madam, Please enlighten when and how a CHS can qualify for registration as per laid down latest rules and regulations in Navi Mumbai area ? Please advise what is the minimum and /or maximum time stipulation or how much mandate(percentage of occupancy out of total OC Granted for the building premises) is required as per occupancy in the building to qualify for a society?
